"ESOs complement the Every Child Matters agenda by providing a child-centred multi-agency response to poor school attendance," said Jacqui Newvell, principal officer for vulnerable children and families at NCB. "However, even though local authorities have a legal duty to consider them, their use has declined and many practitioners have little experience of applying for and supervising ESOs. These materials can be adapted to suit local needs or training in local authorities."
