ESOs are designed to improve school attendance by placing a persistently absent child under local authority supervision for one year. The local authority is obliged to support the family where necessary during this time, with a particular focus on improving parenting.
The report, Multi-agency Interventions with Poor School Attenders, revealed a lack of understanding about existing legislation, as well as increasingly limited resources and very little training for education welfare officers. In many local authorities, ESOs were not even considered as an option when prosecuting parents for failing to ensure their child's regular attendance. NCB then went on to give advice regarding possible ESO improvements.
