One guide is tailored for parents, the other for professionals. Both have been funded by the Department for Education and Skills.
The parents' guide includes examples of how to be an effective participator.
The second guide advises professionals on successfully involving parents, detailing methods and good practice.
"A great deal of recent legislation and guidance mentions the need for user participation. Services are now expected to consult with parents and involve them in planning," said Christine Lenehan, the council's director.
"But the concept of parent participation means different things to different people. These guides aim to help make it a meaningful and effective experience for parents and professionals."
