Commitments to "ensure that services meet the additional needs of disabled children and their families" in the 2005 Labour Party election manifesto allowed Every Disabled Child Matters (EDCM) to press for the HM Treasury Review of Services for Disabled Children in 2007. Following this review, Aiming High for Disabled Children was created, allocating £770m to improving services for disabled children.
The Disabled Children's Manifesto for Change demonstrates that the expectations of disabled children and young people have risen dramatically since the last election. Considering the growth of parent forums across the country, and the increasing number of sector professionals that understand the need for properly funded services for disabled children, it is apparent that no political party can afford to neglect service transformation.
