From September 2010 local authorities will be extending the Free Entitlement, which entitles all threeto four-year-olds a free, part-time early education place, from 12.5 hours to 15 hours per week, and offering it flexibly to meet parental demands.
In preparation for the rollout of the extension, the Department for Children, Schools and Families (DCSF) has consulted with local authorities, providers across sectors, parents and national organisations about how revised guidance can support local authorities to deliver flexibly and work in partnership with providers. As part of this wider consultation, the DCSF commissioned ECU to find out about young children's experiences of the 15 hour entitlement, and to inform the Code of Practice on Delivery of Free Early Years Provision for threeand four-year-olds, which will provide statutory guidance to all English local authorities.
