
THE SITUATION
Charlotte, who is 15, has been in foster care for four years. Her birth parents both had substance abuse problems and struggled to properly care for her. Contact stopped once she was taken into care.
At the age of 13, Charlotte set up a Facebook account. In the past few months Charlotte's mother has tried to contact her through Facebook by sending her messages. At first the messages just related to questions about how Charlotte was getting on, but more recently Charlotte's mother has been asking where she lives and asking her to consider meeting up.
Her mother says she has changed and really misses her daughter.
