In the Children Bill, schools aren't recognised as full partners in anything except safeguarding. How is this reconciled with talk of schools as commissioners of joint services?

Children's needs are complex, and extend further than the classroom.

At the same time, the school environment is familiar, comfortable and without stigma for young people and their families. I know there are some young people for whom this is not true, and we must make appropriate arrangements for them.

At the moment, many schools are under-used, closed for much of the day and year. I want schools to become much more of a focus for the community, by offering a range of children's, family and community services: adult learning, for instance, or parenting support, as well as health and social care services and childcare. Some schools already do this, but they're the exception. I want them to be the norm.
