I have been very open in telling people that we want to make sure we build services around the needs of children and young people and not keep them in separate organisational structures. All too often it means that young people do not get the best service they need and are entitled to.
Think, for example, of the separate assessments required by separate service providers and the number of times young people have to retell the same story. Think about the frequent arguments between service providers over who should foot the bill for a particular service.
We are looking at how we can bring together children's services through children's trusts. We think this will enable us to redirect some valuable resources away from bureaucratic structures and distinct silos to frontline services for children and young people. We will consult with everybody as soon as we are able to do so. This is not about structural change for the sake of it. It's not about my not recognising or celebrating much good work that currently takes place. It's about building better services that provide better value and better outcomes for young people.
