Why are the outcomes for children in the Children Bill different from those described in Every Child Matters? For instance, "enjoying and achieving" appears to have been reduced to "education and training", and "staying safe" has been more narrowly worded as "protection from harm and neglect".

We're committed to ensuring that children and young people get what they want, which is to be healthy, feel safe, get an education and learn life skills. They want to be involved with their communities and earn a decent living.

In Every Child Matters and Every Child Matters: Next Steps, we set out the outcomes that children told us are important and that underpin our proposals for change in children's services. These are: being healthy; staying safe; enjoying and achieving; making a positive contribution; and economic well-being.

But to achieve what we set out in the green paper, our lawyers say that to get something to work as legislation we have to use different words.
