Ministers ignite debate on shared parenting

Working group considers legislation to "emphasise the importance of children having a relationship with both parents after separation"

Spanning two years and a change of government, the Family Justice Review undertook the enormous task of examining how to overhaul the complex legal system that governs the family courts.

Independent review chair David Norgrove published his extensive final report in November 2011. One major issue he examined was how the family courts deal with separating parents who are embroiled in disputes over contact with their children.

He recommended against creating legislation to give parents the right to a "meaningful relationship" with their child. Such a provision, he said, would bring "unnecessary risk for little gain".


But earlier this month, that recommendation was rejected by government. It has set up a cross-departmental working group to come up with legislation to "emphasise the importance of children having an ongoing relationship with both their parents after separation, where that is safe and in the child’s best interests".
