A study for the Children's Workforce Development Council (CWDC) examined the training experiences of 531 middle managers and found 54 per cent felt they lacked support.
The research, carried out by human resources firm Hay Group, said a lack of support and relevant training on integrated working was hampering the ability of managers to do their job.
"Middle managers felt exposed and under-supported," said the report, The Training and Development of Middle Managers in the Children's Workforce. "Many organisations are failing to provide the training, development and feedback managers need to become effective leaders."
The report recommended middle manager training brings together staff from different parts of the sector. It also called for more courses specific to overseeing children's services rather than on generic management.
