The development of the resources has been funded by the Department for Education and Skills, but they won't be available until next year.
Di Hart, principal officer for children in public care at the charity, said: "Councillors know they are corporate parents on one level, but don't know how to translate that into practice."
The materials were developed through work with the local authorities in Telford and Wrekin and Durham. Hart said they found a lot of misconceptions, and "even some fear".
