Di Hart, development officer at NCB and co-author of Putting Corporate Parenting into Practice said: "The reasons for children being taken into care, such as abuse or neglect, often place them at an initial disadvantage. The state's responsibility as an effective corporate parent is to provide positive experiences for children in care."
However, being a good corporate parent can pose challenges within a complex system of different services where the role of a corporate parent is shared across a wide spectrum of agencies and individuals.
"It is ultimately directors and lead members for children's services who are responsible for leading the improvements set out in Care Matters," says Hart. "The government will provide support at this level by disseminating corporate parenting training materials, developed by NCB."
