The north London borough plans to develop a community adolescent supportservice and an adolescent fostering service to give young people morecontinuity and stability.
The support service would be made up of professionals like educationspecialists and mental health workers and provide flexible support toyoung people who live with their families but are at risk of being takeninto care.
The fostering service would be made up of specially trained carers whoare willing to take in the most demanding young people.
Islington believes the services will offer more flexibility, without-of-hours help for families in need and rigorous training for fostercarers.
The move is in response to the Care Matters green paper and the boroughis spending 1m on the project.
