In April, social care leaders warned that a new performance indicatormeasuring the number of children more than 20 miles from their homeaddress when first placed in care would create a "perverse incentive" tomove them from a stable placement when it was not in their bestinterests (Children Now, 20-26 April).
It has now emerged that some councils are doing exactly this. RogerMorgan, children's rights director at the Commission for Social CareInspection, told Children Now that children have contacted his teamsaying they do not want to move, after the council responsible for theirplacement told them it is too far from their families' homes.
Other care managers have confirmed to Children Now that they know ofsimilar cases.
