Children Now has learned that Manchester, Newcastle, and Bolton and Buryare among the areas the Government wants to move children to fromcouncils in London, the South East and Kent.
The consultation, due in January, argues councils near ports andairports unfairly shoulder costs for high numbers of young asylumseekers who they have to support to adulthood.
A children's rights campaigner told Children Now the document, known asthe Unaccompanied Asylum-Seeking Children Reform Programme, treats youngasylum seekers as economic migrants first and not children. Thecampaigner also expressed alarm at plans to speed up their removal.
