About 365,000 under-18s have free bus travel, but London mayor Ken Livingstone, who introduced the 55m scheme, told Assembly members last month that 2,033 passes had been withdrawn from under-16s for a variety of reasons. Evans said: Given the cost of this concession, the levels of antisocial behaviour, and the lack of control over the issuing and checking of passes, I will be recommending abolition, if asked.
Six of the passes were withdrawn because a young person breached the behaviour code; 1,039 because they were mutilated or altered; 546 because they had been transferred to another user, 61 because they had expired and 381 for other reasons.
