The scheme, which will give London's 500,000 under-16s free travel on London's buses and trams, is a world first, according to the Greater London Authority.
More than 45,000 14- to 15-year-olds have applied, with the boroughs of Croydon, Bromley and Barnet experiencing the highest take-up rates.
Ian Marshall, head of youth services at Croydon Council, said: "It is a myth that young people are territorial. If transport is good, young people will move to access services. Our own recent consultation shows how important public transport is to young people, both in terms of accessibility and safety."
And Jackie Smith, Greenwich Council cabinet member for children and family services, said: "This will make a huge difference to families on low incomes, giving them access to education, sport, cultural and leisure facilities."
