North Somerset Council and the local primary care trust are looking to build the facility at a community centre in Clevedon. The Department for Children, Schools and Families (DCSF) has agreed to give £700,000 towards the project, with a further £430,000 to be provided by the strategic health authority.
But objections from residents and Clevedon Town Council, which relate to parking at the centre, means the funding could be put in jeopardy. The DCSF has said the centre must be completed by September.
A decision was due this month, but the objections have led to it being deferred until February.
