John Wainaina, African Youth League programme director, said: "We try to avoid taking sides on political issues, but parents of young people feel more vulnerable and they're hearing people say that this party is here to remove us.
"We set up a project to bring different young people together, but young people are not going out - their parents are nervous and are telling them not to stay out late."
In Richmond, the Liberal Democrats, who won control from the Conservative Party, promised to increase youth spending by 82 per cent.
Youth service spending was less than 60 a head in the London borough in 2003-04. The party has also pledged free leisure cards for under-19s in education.
