As central government moves to devolve more responsibility for the delivery of services to local authorities, the make-up of those authorities becomes increasingly important in determining local policies. Tomorrow, elections will be held that affect that balance across large parts of England.

The biggest shake-up is in London, where council seats in 32 of the 33 boroughs are being contested. Only the City of London has a different timescale and structure for local elections.

There could also be significant changes in other parts of the country.

Elections are being held in 36 metropolitan districts, 88 shire districts, and 20 unitary authorities. Generally these will affect one in three council seats, although in some cases half are up for grabs.
