We welcome the direction from Europe and will be interested to see the reaction of other European countries.
These devices assume we are all a nuisance, but their use is clearly discriminatory and contravenes the right of children and young people to go about their daily lives. So we appeal to local councils to review their use in light of this report.

Early action to save millions
I strongly welcome Ken Clarke's realisation that massive amounts of public money can be saved by effective early intervention. Not only can this take place at the relatively late stage when people are on the verge of going to prison, but it can also be employed even earlier and more cheaply in health and education. This gives people the social and emotional capabilities to prevent them entering the criminal justice system in the first place and saves millions of pounds.
