Barnardo's Martin Narey raises some important points about the threshold for removing children from their parents and those that might go on to be placed for adoption. It is important in this debate that the ethical, legal and policy issues that adoption raises are fully explored.

We must also face the serious challenge in many adoption agencies in finding sufficient numbers of adopters, and ensuring they are provided with the best support. Furthermore, we need families who are willing and have the skills to adopt older children, siblings and children with developmental delay.
