Basing the national contract for children's homes on the contract for schools is fundamentally flawed, since children attending schools will, by and large, have families that support them (Children Now, 4-10 October).

The commissioning body of children's homes is also the corporate parent- so what is expected of it? The quotations assume it is the providerwho delivers the service to young people in children's homes, yet thereis evidence that the actions of local authorities and their socialworkers are crucial to the success or failure of many placements.

I am not surprised that the Independent Children's Homes Association hasexpressed concern at its exclusion from the process of imposing thiscontract; I understand that the voluntary sector has likewise beenexcluded.

This needs to be a two-way contract. For every children's home scandalthere is a local authority that has failed to carry out itsresponsibilities.
