Letter: Placement moves affect babies

We were delighted that Children Now featured British Association for Adoption and Fostering's recent billboard campaign highlighting the damage to children of repeated placement moves and of not having the loving and permanent family base which should be theirs by right (Children Now, 9-15 November).

We are particularly worried about babies - 12 per cent of infants inEngland under two were moved three or more times in the year endingMarch 2004. We now know so much more about the development of infants'brains and that the impact of changes of carer and environment willaffect the child's future ability to do well and make closerelationships.

No baby in public care should have more than two placement moves in itsfirst year. It is not easy but we have to concentrate our energies onachieving this. Many MPs have already backed an early day motion callingon government and local authorities to publish annual statistics abouthow many times infants are moved and we urge others to do the same.
