Joint commissioning: Councils team up to commission places

Fifteen local authorities in the South West have teamed up to improve outcomes for children. The initiative brings together health, education and social care in a bid to improve commissioning arrangements.

The authorities currently spend more than 90m a year buyingresidential care places, foster placements and other services forchildren. Once the project is up and running, they hope to save 10 to 20per cent of that a year, said Darren Shaw, chair of the South West Headsof Children Services' Group. The savings will be invested in more familysupport services to prevent children going into care.

A web-based, interactive, searchable database is being developed. Itwill enable social workers to find a place that matches the needs of achild and organisations to register their places. It will also help the15 authorities plot trends in children's needs.
