But as childcare expands at a rapid rate, anyone at the forefront of shaping policy must have a good understanding of the financial pressures involved. "Having a tax inspector's head helps enormously from a business planning perspective," says Freeland. "But I would never go back."
Freeland's role was created on the back of the Mayor of London's Childcare Strategy, published in November 2003, and a key part of her job is to make the proposals in that document a reality. But when she first arrived at the LDA she quickly identified one factor that held the key to boosting families' access to childcare in the capital - affordability.
