INFORMATION SHARING: They've got your number

Ten trailblazers are at the forefront of an ambitious initiative enabling agencies to share data on children more effectively, but not everyone is happy at easier access to this information. John Plummer investigates progress so far.

Four years ago, professionals in Telford & Wrekin began collaborating on a pioneering initiative to share information about the borough's children on a central database. Now, they are at the forefront of ambitious Government plans to create electronic files on every child and young person in the region.

Telford & Wrekin council is one of 10 trailblazer local authorities each awarded 1m to set up early warning child protection systems known as Identification, Referral and Tracking (IRT) projects. At the same time, non-trailblazer authorities have been given 100,000 each to investigate information sharing.

Ministers believe IRT will prevent deaths like Victoria Climbie's. "There must never be another tragic case where a child suffers as a result of professionals not sharing what they know," says children's minister Margaret Hodge.
