Okay, refresh my memory. I thought that, in the brave new world of children's services, we were going to have access to a file on every child. That's certainly the intention. A series of inquiries into the deaths of children have found that information sharing both within and across agencies is faulty. Critical information isn't recorded, files aren't accessible, contact details are out of date and professionals are failing to make links between incidents that should warn them that something isn't quite right in a child's life.
So we need an information-sharing system. And that's what the Government aims to deliver. But, ironically, the Bill fails to provide much information on their plans. Too much detail is left to the imagination - or guidance and regulations. Which means it's not available to us now.
