Previous legislation required childcare and education workers to be checked, but was unclear about youth work. The Safe- guarding Vulnerable Groups Act says everyone who works with children or young people should be subject to checks.
Youth work organisations have welcomed the change. But the NSPCC warned that employers should not rely solely on checks and should continue to meet their wider obligation to look after young people.
The Act became law last week as the Government pushed through legislation before the end of the Parliamentary session. The charities bill also received legal status.
Pete Moorey, parliamentary and media manager at the National Council for Voluntary Organisations, said that the Char- ities Act would create "a level playing field".
