Mervyn Barrett, head of the resettlement communications service at Nacro, said the problem was highly relevant to youth workers. "I know there are a lot of youth workers with some convictions," he said. "A lot of people going into youth work have offended in the past and they want to work with young people to prevent them making the same mistakes that they made."
Nacro is concerned that over-zealous regulation is stopping ex-offenders who have committed minor crimes from finding employment. Its Getting Disclosures Right report is calling for the introduction of an independent licensing authority to clear people for employment.
