The pilots have taken a variety of approaches to security. The study found that one area, which only held basic information, allowed professionals unrestricted access while others gave users access depending on their job.
A particular issue was whether information on "needs or concerns" should be stored. The researchers said the Government should use experiences of the pilots to issue guidance.
One user of a pilot scheme told Young People Now that security was a concern where practitioners are also parents. She admitted to not putting information about one young person on to the system because the girl's mother works for Connexions, and would have been able to see that her daughter had attended a session on alcohol abuse.
