The project aims to prepare young people in supported housing for independent living.
The Department for Education and Skills awarded Coram Family, one of Britain's oldest children's charities, 127,000 over three years for the initiative.
Steve Williams, head of housing and support at Coram Family, said: "Many young people are unprepared for independent living. This is designed to help them plan for the transition."
The Life and Social Skills Manual, which is accredited by the Assessment and Qualifications Alliance, contains nine sections to be delivered by support workers. They include health and development, education, training and employment, finance and family relationships.
