The London borough of Kingston-upon-Thames has its fair share ofaffluence. But that's not the whole story.
"We do have pockets of deprivation. Sometimes that's as challenging astrying to work in an area of total deprivation," says Caroline Catlow'strategic manager for school cluster services.
When it came to developing extended services a cluster model madesense.
"The reason clusters work very well is because they enable a lot ofjoining up as well as joined-up working," says Catlow, who is alsoresponsible for the strategic development of the borough's children'scentres.
"It's a good opportunity for schools to get together, identifyvulnerable children, commission services and target them."
Kingston's clusters have really taken off.
