Speaking at a seminar organised by consultants WCL last week, LizRailton, programme director at Together for Children, said developingways to evaluate and gathering evidence of what made effectivechildren's services is now vital.
"People are very positive about the children's agenda but we must becareful not to get carried away and forget the importance of evaluationand evidence as we go forward," she said. "Without proper evaluation,there is a risk of a lot of false dawns if we do not base our work on ahard evidence base. Too often the evidence is anecdotal."
Railton said despite the extent of the reforms and some otherchallenges, morale in children's services was high and professionals aregenerally supportive of the Every Child Matters agenda.
