A report issued by Thomas Hammarberg, the Council of Europe's commissioner for human rights, accused the UK of putting too many children in prison and blasted the conditions of the nation's youth jails. He said the government should hold an "examination of the situation of children in custody with a view to reducing numbers".
His criticisms come just weeks after the United Nations' Committee on the Rights of the Child issued a report containing similar criticisms of youth justice (CYP Now, 16-22 October).
In its response to the criticisms the government said it was seeking to find a balance between protecting the public and the rights of young people.
