Campaigners have already attacked the Children Bill and now the Joint Select Committee on Human Rights has claimed that the Education Bill is also at odds with the European Convention on Human Rights.
The committee voiced concern at the lack of detail around the Bill's provisions for a database containing information about the school workforce.
Its report says a number of key matters are yet to be defined, including "the precise kind of information which can be included on the database".
Similar concerns have already been expressed in relation to provisions in the Children Bill for a database containing details of every child in England.
