Telford & Wrekin Council has been one of the most improved councils in recent years in terms of increasing the percentage of children in care remaining in stable placements or placed for adoption. In 2004, 60 per cent of looked-after children in the borough had been in the same placement for two years or had been placed for adoption. However, by 2008, 74 per cent of children in care fell into this category.
