The confederation, which represents the organisations that make up the NHS, said the lack of money would make the implementation a "challenge".
A confederation spokesman told Young People Now: "The Government has invested the money for these measures in primary care trusts, but, as trusts face competing demands on their resources, fully funding the children's national service frame- work represents a challenge."
The comments follow warnings from children and young people's charities that the lack of extra money could jeopardise the framework's reforms.
Dinah Morley, acting director of YoungMinds, said: "We now need to see funding mechanisms."
Published last week, the National Service Framework for Children, Young People and Maternity Services sets out a series of standards that the health service must meet by 2014.
