Jane Hutt, Minister for Children in Wales, said she planned to introduce a duty on local partners to co-operate in planning children's services.
Health services, local authorities and the police will also have to work together on child protection.
The Welsh Assembly will issue guidance after the Children's Bill has been enacted.
