In December 2003, Welsh ministers commissioned a major review ofpolicies and practices for safeguarding children in Wales. The findings,published today (3 May), have major implications for all servicesworking with children.
Gwenda Thomas, chair of the review, said: "We have thrown down thegauntlet with seven challenges, which the review feels are central toimproving the safeguarding of children in Wales."
The challenges cover children, the public, the workforce, formalsystems, vision and strategy, finance and new risks.
The review found evidence of inconsistency in the application of policyand resources. It also found evidence of inadequate planning anddelivery.
It says: "There is a concerning lack of coherence across children'sservices, which has a detrimental effect upon children and those whowork with them."
