Analysis: Wales - Policy review highlights challenges

The Welsh Assembly Government has been praised for taking the unorthodox step of ordering a review into children's safeguarding completely unprompted, especially as the report has highlighted flaws to be corrected. Ruth Smith outlines the challenges ahead.

"Too many vulnerable children receive too little too late." That's theconclusion of an investigation into the effectiveness of safeguardingpolicies in Wales. Systemic problems also mean many professionalsworking directly with children feel frustrated and unsupported.

The hard-hitting report for the Welsh Assembly Government was publishedlast week (Children Now, 3-9 May). Seven sections map out what needs tohappen to safeguard children better. Already ministers are swinging intoaction (see interview, opposite), but no one should underestimate thescale of the task.

"These are complex matters to address and the seven challenges reflectthat," says Christine Walby, chair of Children in Wales and adviser tothe review group. "The challenges are a package and work together at apolitical, public and practice level."
