The 20-year plan, by a group led by cancer specialist Professor David Kerr, recommends focusing highly specialist treatment, including specialist children's treatment, in a few centres of excellence.
It also recommends developing a new child-based set of "managed clinical networks" - bodies that include staff from across sectors, patients, and members of the public - to improve care in different clinical areas.
A spokesman for the Scottish Executive said details of the single intensive care service for children, which will operate from two centres, would be worked out over the new few weeks.
He said the services would work together to integrate staff training and transport links, to jointly commission services and to implement joint protocols, standards and audits.
