Dacorum Primary Care Trust will talk to children, parents and health professionals in May and June about reducing hospital services for children as a result of fears they can't be staffed to a safe standard and meet the European Working Time Directive that cuts working hours.
The PCT said less than four per cent of children at A&E stay overnight.
A spokeswoman said: "The increase in community nurses is to prevent admissions or provide follow-up support."
