Kate Billingham said the new GP contract, which took effect on 1 April, "provides PCTs with the opportunity to commission primary care services in a different way, that better meets needs".
At a conference, she told school nurses: "You may think the new contracts have nothing to do with school health and school nursing, but they open up opportunities for mixed teams to provide healthcare for young people particularly."
Billingham said that small companies would be better positioned to meet the needs of marginalised children.
"We know that the most vulnerable children, looked-after children, don't have good access to good primary care services. So a PCT could commission a local team, which could be nurse-led, to deliver services based in looked-after children. You no longer have to be a GP to deliver such services."
