Tom Coffey, a south London GP and member of the Children's Taskforce, which is developing the framework, said health was "moving towards schools. Over the next few years we will see a strengthening role and an expansion of school nurses to fulfil a lot of the (framework's) aims."
School nurses would deal with the full range of health issues, he said.
"I hope we are developing a very extended role for the school nurse, who perhaps will not just do their present work but will focus on mental and sexual health, eating disorders, offering contraceptive advice and preparing for parenthood."
With only 4,000 school nurses in the UK and 20,000 schools, the workforce may need expanding.
