A year-long study ordered by the Home Office also found a third of areasdid not have a commissioning or planning lead specifically for youngpeople.
However, the research, which concluded at the end of 2004, found onlyone in 10 areas commissioned young people's services through an adultgroup.
Report co-author Rebecca Cheshire, young people's practice anddevelopment manager at Addaction, said drug misuse was slowly climbingthe children's agenda. She also said interventions, such as cognitivebehavioural approaches, lacked an evidence base and called for a moresystematic approach.
