Care Matters: Time for Change, published in June 2007, set out how the government would improve the education of looked-after children in England. It included a commitment to introduce personal education allowances for all looked-after children at risk of not reaching expected standards of attainment.
Personal education allowances will provide extra learning and development activities for looked-after children. But they should not replace the support local authorities, schools, carers and others already provide.
The draft statutory guidance provides further details on how local authorities should operate allowances. It sets out which looked-after children should be eligible, what support should be funded from it and how looked-after children and young people and their designated teacher should be involved.
