Draft guidance on personal education allowances and Child Trust Funds for children in care is out for consultation.

- What's happening with Care Matters?

Well, the Children and Young Persons Bill is receiving detailed scrutiny in the House of Lords. However, new guidance deals with a number of specific issues, two of which have been published in draft form for consultation.

- What are they about?

Money. The first is in the form of personal education allowances for looked-after children who fail to reach expected attainment levels in school. The second concerns a financial top-up for the Child Trust Funds of looked-after children. Both are directed at local authorities and issued under section 7 of the Local Authority Social Services Act 1970, which means that they must both be complied with. Funding for both is made available through the local authority's area-based grant.
