The draft guidance covers personal education allowances and Child Trust Fund top ups, introduced in last year’s Care Matters: Time for Change white paper.
Under the trust fund plans councils have to pay an extra £100 to looked-after children for every year in care. Funding has been provided but the guidance says further money can be put in at the council’s discretion.
The advice includes getting trust fund account details from either birth parents or HM Customs and Revenue as soon as a child goes into care.
Regarding personal education allowances, the guidance says they are intended to support learning activities a parent would provide if the child was not looked after.
